Overview

The Department of Health regulates cooling towers under the Public Health Act and the Water Circulation Systems Regulation. Building owners are responsible for obtaining a licence to operate cooling tower systems associated with their buildings, which include an evaporative condenser and fluid cooler.

Health Protection Services at the Department of Justice and Public Safety are responsible for ensuring compliance with the Act and Regulation.

Eligibility

A licence may be issued to an operator of a cooling system who has completed an application, paid the required fee and is in compliance with the Act and Regulation.

Description

All operating cooling systems (cooling towers) in the province must be licensed via the New Brunswick Cooling Tower Registry

Licensees are responsible to ensure their cooling systems are operated and maintained in accordance with the Act and Regulation. They are responsible for having qualified personnel and service providers to manage all aspects of their water management program which includes quarterly inspections, maintenance, monitoring, cleaning, testing and disinfections.

Requirements such as a water management program and monthly testing for Legionella pneumophila aim to reduce the health risks associated with the operation of cooling towers. The information collected via the New Brunswick Cooling Tower Registry will facilitate a timely public health response in the event of a possible legionellosis outbreak.

Violations of the Act or Regulation may lead to fines and/or licence suspension or revocation.

The New Brunswick Cooling Tower Registry is powered by GroveWare Technologies Inc., a third party application vendor under contract to GNB. The registry is a managed service provided by GroveWare and operated by GNB.
