SAINT JOHN (CNB) - New Brunswickers and energy stakeholders are reminded that they have until Friday, July 23, to submit written comments on a proposal to strengthen the regulatory framework for the New Brunswick Energy and Utilities Board (EUB).

"I value the opinion of all New Brunswickers, and, therefore I am seeking input from our energy partners and the public on the proposed changes to the EUB," said Energy Minister Jack Keir. "Transparency and accountability of utilities are very important to New Brunswick ratepayers. The deadline for written submissions is approaching, and I encourage interested New Brunswickers to provide feedback on the recommended changes.

On June 15, Keir released an options paper representing the start of a public consultation process aimed at strengthening the regulatory framework for the EUB, particularly in relation to electricity transmission and distribution. The New Brunswick Energy Regulatory Framework: Options for Improvement is on the Department of Energy website. Among the reforms proposed for public input are:

  • requiring all electricity rate increases to go before the EUB for a full hearing;
  • requiring NB Power to receive approvals from the EUB for any large capital expenses, upgrades or projects;
  • requiring the regulation of municipal distribution utilities; and
  • requiring the promotion by utilities of energy efficiency and conservation programs.

The provincial government will consider all input received from stakeholders and the public. The Department of Energy will release to the public a summary of feedback received and a list of all respondents. The summary will not attribute comments to any particular respondent. Legislative changes are expected this fall.
